Who's the better partner for Perry? Cherry or Emma?
Not a joke answer? Cherry. Perry is anti-politics, and he desperately needs to grow out of his rut. Cherry can introduce him to new people, experiences, etc. Emma is awesome, but she's extremely political, and deepening their relationship does provide some growth opportunities for Perry (especially sexually), but it's within his safe older dynamic and world. Imo.

I'm a sucker for childhood friends, they have an established chemistry, Emma is also closer to Perry on the attractive scale than Cherry, with the latter being a model that caught Axels attention. Aside from painting which we never saw Perry doing, he and Cherry don't have anything else in common. Cherry is close to underdeveloped, while Emma skyrocked in popularity and content.

Also a reason to keep Emma for yourself, and if Perry at least gets the hope of Cherry you can avoid the worst ending and whatever baggage comes with it.

I think Cherry might be more open to monogamy as well, and we see from Lena/Emma, Emma does not. I assume he's just decided to ignore Emma's activities (though curious how that might play out with Ian, Jeremy, and Emma), like an apocryphal ostrich.

In reverse, you can keep Cherry to yourself and let Perry have Emma. Getting rejected by Emma isn't necessarily the worst ending, especially if he is already set up for Cherry.

You can control Emmas love life, so if you want her to be exclusive to Perry, thats an option.

Cherry is close to underdeveloped
I strongly believe this is set to change, though I doubt she's going to develop out into an Allison or Cindy. Probably matching Emma.

With Cherry, it's important to remember how she is introduced to the player, to the rest of the cast, AND what her history is. We meet Cherry as a tag along with Allison, a character we know has had a crush on Ian and whom both Ian and the player have already had an opportunity to interact with and form a bond. This is also Cherry's only jumping on point, first or single time players will often miss their chance with Cherry. That fact aside, Cherry knows that Allison has a crush on Ian, and tries to appropriately play wingwoman so she sits with Perry and distracts him from Ian and Allison, unless the player decides to focus on Cherry. Same deal the next time at the Fortress. It's only after this second time that Cherry thinks it's more than a fling, but she isn't ready to call it more than friends with benefits at best. She's still hung up on Axel at this time, in a similar vein to Lena.

On a likely first time playthrough though, Cherry likely feels she's just a sometimes friend of the group. While also being someone that Perry can catch feelings for. Most players will probably assume that Cherry is here exclusively for Perry, and think they need to try, or not, play wingman for Perry.

Jump to chapter 8. By this time, even if the player isn't hooking up with Cherry, we have an idea of Lena's past and that Axel hurt her and there was another woman involved. We don't know the full details at this point, but that's about to change. We've now had 8 Chapters of getting to know Lena and only two short scenes with Cherry, or none at all, and Lena has a freakout at seeing Cherry at Ian and Perry's apartment. Most players will be trained, due to familiarity, to side with Lena. Both because of her character and the vast difference in content. So even if Ian has been hooking up with Cherry, they'll be tempted to break it off here so as not to lose Lena. Cherry is now an "antagonist" to one of our characters after all. She even admits it when Ian next talks with her.

So Cherry hasn't had a lot of content up to this point because of what her roll in the story has been. At first a wingwoman. Then as a point of friction with one of our MCs. But she did just get several scenes in quick succession just before the beach house and crammed in a lot of good character development for her between the gala, the post gala get together, and staying the night at her place. EK even went out of their way to give Cherry an excuse, and honestly a pretty good one, to not have much content during or immediately after the beach house. Something EK has not done previously with the long periods of drought in Cherry content. Just to double back for a quick second. That EK even had the background made for Cherry's apartment is a good indicator that we'll be seeing more of her. If Cherry was just going to continue being an every now and again character, EK wouldn't have developed a completely unique asset for a one time use. Let alone probably the most detailed background we've seen. Cherry would just keep coming over to Ian's place.

Off the Cherry topic for a second, but still tangentially related. Minerva doesn't have a unique background yet. We've only seen her in previously used asset locations. The hotelroom she takes Ian to is a reused asset from Allison and / or Holly's trips. And all of her workplace sex scenes use the office background, even for her "private office." Hopefully that changes once Ian can give her the necklace he bought her.

Edit: I lied here about Minerva. Shame on me for not doing better research. Minerva doesn't have unique background, but her appearance changes after each time Ian has sex with her. So she is getting unique assets, they're just being used more regularly as part of her character.
